Well are they playing or just plain ol' FREEZING. Even though their lips where blue and they where shivering non-stop, they still wanted to play (it was hot outside, just their little bodies do not hold body heat very well)
I always remember when Eric and Sara were wee little and whenever we went swimming, their lips would turn blue. Those girls are so cute and its so sweet that they have each other to play with!
